Mix all dry ingredients. Crumble in butter through flour mixture with your fingers. Add raisins. Beat egg. Add milk, and add all but a teaspoon of this to dry ingredients to make a stiff dough. Roll out and put in a round pan. Make a cross on top and brush top with teaspoon of leftover mixture of egg and milk. Bake in 375° oven for 1 hour.
